yes, a non Swiss citizen can have a Swiss Pass. I’m from the UK and have one as I like having my tickets/travelcard etc on a ‘smart card’ and have the ability to link it to the SBB mobile/preview app.
Usually if you buy a travelcard and do not possess a Swiss pass you will obtain one….after going through the SBB verification process. Alternatively you can just apply for one online (costs 30 CHF) and it will be posted to you (not sure if the pass will be sent to every country in the world, be advisable to check first)
