Eligibility of the 40% discount for Lucerne Festival

Hello, can anyone tell me the eligibility of the 40% discount for the train tickets for the Lucerne Festival?

I'm a traveler from oversea, I checked the website. Will the discounted ticket be limited or will always be apply so long as you have proof of admission?

Lastly, from previous festivals, are the train tickets likely be sold out during the times close to the concert starting? I'm worried that due to the festival event that the tickets may be all sold out.
