Appeal against fine

My son was fined chf 240 for not having a valid ticket for a bus ride (ticket price chf 2.40) when in fact he had bought a ticket using the app. E version he has installed on his phone is in my name because he is a minor (14). He had a valid ticket but it was in my name. The fine seems unjust, and even if we accept he did not have a valid ticket,  grossly disproportionate. How can we appeal?
