Travelling with dogs using InterCity/EuoCity

I would like to travel by train from Switzerland to Italy with my two small dogs. 

I've read one of the answers regarding travelling with dogs which mentions leash and muzzle, but I can't find anywhere in the SBB website information about muzzles being required.

Could anyone please clarify this? Where can I read the relative policy about dogs using public transports?

In Italy there is a general leash and muzzle requirement. The leash may be a maximum of 1.5 meters long. You should carry the muzzle at least "for show", even if it does not have to be put on everywhere.
